The FSRU-Begriff Charter Party Agreement has evolved considerably over the years and now combines traditional charter party rules with more complex aspects of LNG regasification, timing and operation. This can lead to longer contract negotiations: in our experience, with a few notable exceptions, these negotiations generally go from six to twelve months until the conclusion. For several years, GTT has expanded its range of services to support the operation of GNCS, FLNGs[3], FSRus and other LNG-related structures to reduce dry dock time, support crews and ensure operational efficiency. The company is promoting its development of Smart Shipping Solutions with the support of its specialized subsidiaries Ascenz and Marorka. In many countries, the authorisation and authorisation regime, which must be navigated before a FSRU is made available, is complex. This may require a number of different licences and licences, including environmental impact and management, ship operations, gas processing and gas trade, employment/social security for flight attendants and, often, a general operating or business licence. In order to ensure that all necessary approvals for construction and future exploitation are granted, project proponents must cooperate closely with the relevant reception authorities. Completion and obtaining all necessary authorizations can take a considerable amount of time. In some cases, new tax laws and regulations may be required to cover the use and importation of LNG. In the second half of 2017, the global FSRU market expanded, with projects such as the BW Integrity FSRU terminal, Mitsui O.S.K. Lines, which enters service in Port Qasim, Pakistan, provides the world`s largest FSRU for its operations in Turkey and Swan Energy, which is abandoning orders for an FSRU and FSU for its LNG import terminal in Jafrabad, India.2 An increasing number of proposed FSRU sites are located in emerging countries that have not yet launched LNG projects in the United States. As a result, the port regime in these countries (for LNG imports) may be relatively underdeveloped. If this is the case, project proponents must cooperate with port authorities to develop a bespoke port concession and/or an operating code suitable for LNG and FSRU import operations. Rapid cooperation with the relevant port authorities will also be important to ensure that the proposed FSRU for the project complies with the port code, terms of use and rules applicable to the project. This process can be lengthy and must be incorporated into the project schedule. As of July 1, 2017, the total number of floating storage and reggament facilities (FSRUs) worldwide was 26, including 23 as terminals and 3 as LNG tankers.
